UTF8 Data Files

A number of users (internal and external) have run into problems when moving data between Ingres installations using a non-UTF8 character set and a Vectorwise installation. Vectorwise using UTF8 encoding. By allowing COPYDB and UNLOADDB to generate UTF8 data files it will be easier to migrate data between Ingres and Vectorwise installations.

Testing Requirements

Test each of the character types against nfc, nfd and non-unicode database combinations.
