Ruby Date Format Support

Provide the capability to override II_DATE_FORMAT for Ruby on Rails. Since Rails expects that dates need to be passed in with a format of yyyy-mm-dd a mechanism to override II_DATE_FORMAT needs to be implemented. Example OpenAPI code for this can be found in the PECL Ingres interface.
