The IngresDBI driver does build with Python 2.5 but some work is probably required to ensure it is 64 bit safe. There are tools available to check C extension source code. See http://www.python.org/dev/peps/pep-0353/ for more information. Also see http://boodebr.org/main/python/build-windows-extensions for information on how to build Python 2.5 extensions with out Microsoft DevStudio using only FOSS software.
