SIR 122168: Must Log DB Menu in CBF DBMS Configuration

This feature was implemented at the 2009 UK code sprint.

In the CBF utility, when selecting to configure the DBMS Server, you now have a new "MustLogDBs" option. When selected, a new menu appears that allows the user to specify a list of databases for which the active DBMS Server Class must log all operations. Any attempt to issue "SET NOLOGGING" in a listed database will be blocked.

As an extension to the above feature, a further change has been made.

A new "-m" (MustLog) option has been added to CREATEDB. Any attempt to issue "SET NOLOGGING" in a session connected to a database created with the "-m" option will be blocked. INFODB has been updated to display whether the database is "Always logged". New flags "-disable_mustlog" and "-enable_mustlog" have been added to ALTERDB to allow the MustLog status of a database to be updated after the database has been created.
